A percentage fee can conceal a minimum payment, while a fixed fee still needs a clear scope. Judge a proposal by account control, the connection between conversions and money, and evidence of work.

DueJar’s US pricing guide puts Google Ads management for small and midsize businesses at $500 to $5,000 per month or around 10% to 20% of ad spend, usually with a minimum fee. Groas gives a separate setup range of $500 to $5,000+. For Britain, WMi lists monthly service tiers from £500 to £800 for maintenance through £1,500 to £3,000 for strategic management. These are published guides, not a market average. Your management fee pays the contractor; ad spend pays for clicks and is separate. Our guide to ad budgets in Ukraine covers that separate cost for the Ukrainian market.

DIY removes the contractor’s fee, but leaves ad spend and your own workload. To decide whether a quote is expensive, compare the work included, the ongoing commitment and what you retain when you leave. In my experience, the setup price tells you very little about results without that context.

What do published US and UK prices include?

Use these figures to question a proposal. The rows describe different scopes and budgets. “Not separated here” means there is no standalone setup figure in this comparison, not that setup is free.

Provider or guide

Setup

Monthly management

Model and context

DueJar, US

Not separated here

DueJar: $500 to $5,000 or around 10% to 20% of spend

Guide for small and midsize businesses; usually a minimum fee; ad spend separate

OuterBox, US

Not separated here

OuterBox: $500 to $2,000 for $1,000 to $5,000 in spend; $1,500 to $5,000 for $5,000 to $25,000 in spend

Agency guide with spending bands

WebFX, US

Not separated here

WebFX: $1,000 to $3,000 or 10% to 20% of spend

Published professional management guidance

Groas, US

Groas: $500 to $5,000+

Groas: retainers of $1,000 to $10,000

Agency pricing review; check minimum ad spend and contract terms

WMi, UK

Not separated here

WMi: £500 to £800 maintenance; £800 to £1,500 active management; £1,500 to £3,000 strategic management

Agency’s service tiers; scope increases with the tier

NextUp Solutions, US pricing guide

Not separated here

According to Clutch data quoted by NextUp, 62% of small and midsize businesses pay $1,500 to $5,000

Secondary account of a 2025 survey, not an independently checked Clutch publication

WMi describes its maintenance tier as query review, negative keywords and reporting without strategy. That distinction matters more than the package name. Before comparing totals, establish what setup includes and agree on the monthly management responsibilities. A quote covering a broader service needs a different comparison.

How do flat fees, percentages and hybrids work?

Ask for the payment formula in plain English. Then ask what happens if you reduce spending, increase it or pause the engagement. The advertised percentage alone does not answer those questions.

Model

What you pay

What to clarify

Flat fee

An agreed management fee; ad spend separate

Included work and triggers for a price review

Percentage of spend

A share of ad spend as the fee; ad spend itself separate

The minimum fee and the spending figure used

Hybrid

A base fee plus a variable component; Catmo, Canada, gives an example of a $1,000 base plus 10% of spend above $5,000; ad spend separate

Whether the percentage applies to all spend or only above a threshold

The small-budget trap is the minimum fee. DueJar describes percentage arrangements as usually having a minimum. When that minimum exceeds the percentage calculation, comparing providers by their headline percentage understates your payment. Request the actual fee for your planned spend. For illustration, a $1,500 monthly management fee on $3,000 in monthly ad spend is half the media budget. Both amounts fall within OuterBox’s published ranges for a small local campaign.

For context on ad spend, LocaliQ’s 2026 US search advertising benchmarks report an average cost per click (CPC) of $5.42 and cost per lead (CPL) of $66.69. These figures describe click and lead costs, not management fees.

A minimum advertising budget is a separate condition. Groas reports agency minimums of $2,000 to $10,000 in monthly ad spend and describes contract commitments of 3 to 12 months. Those are the review’s ranges, not requirements imposed by Google. Ask the provider about its own minimum, notice period and payments due after notice.

Should you choose a freelancer, agency or DIY?

Start with responsibilities. For a clearly bounded advertising assignment, request freelancer proposals. If you also need coordinated analytics, creative work and customer relationship management, ask agencies to identify who handles each part. Require both types of provider to price the same brief. These guides do not establish a comparable US or UK freelancer setup rate.

Consider DIY if you can reserve time for learning and regular work. Your time still has a cost. The strongest case for hiring is that someone else takes on defined work you would otherwise do yourself. That case fails if an account review cannot establish what the contractor actually did and why.

With a small budget, ask for a narrower scope before accepting a vague package. Make the tasks remaining with you explicit. Use the DIY or contractor decision guide to weigh the workload. Choose an arrangement you can supervise, rather than assuming either self-management or an agency is automatically better.

What makes a management fee worth paying?

In my practice, account control, the connection between conversions and money, and clear explanations of account changes are more useful than the setup price alone. Ask:

Who controls the account? Keep Admin access yourself. Google’s access levels let an administrator manage other users’ access; Standard can be assigned to the contractor. With an agency’s manager account (MCC), the client account remains separate, with its own access.

How do conversions connect to money? Ask what business action counts as a result and how it is reconciled with payments. In my experience, that explanation reveals more about the setup than a presentation full of activity.

What does change history show? Request a walkthrough of the month’s work and the reasons behind it. I look for decisions the contractor can explain, rather than changes made just to fill a report.

An optimization score cannot replace those answers. In our study of 22 accounts covering September 2024 through February 2025, an account with a 99.1% score spent 18.7% on search terms with no conversions. Another account in the same niche had a 48.8% score and an 8.9% share of such spend. Across these 22 accounts, the relationship between score and wasted spend was weak (Spearman correlation −0.39), and above an 85% score, the share of wasted spend still ranged from 1.3% to 31.3%. Scores came from account overview screenshots; spend came from search terms report data.

These were different accounts, not a before-and-after improvement caused by lowering a score. The comparison does not establish that a lower score is better. It shows why a high score alone cannot prove good management. Continue with the contractor review guide before treating a dashboard indicator as evidence of value.

How can you compare the quotes on your desk?

Put each proposal into the same format: setup, recurring management and ad spend. Alongside them, list deliverables, additional charges, price review triggers and exit terms. Ask the more expensive provider to explain the extra work and how you will verify delivery. Ask the cheaper provider what remains your responsibility.

Then compare the answers about control, conversions and changes. If prices are clear but responsibilities are vague, the proposals are not ready to compare. Request clarification before negotiating the amount or signing the commitment.

When this does not apply

Starting prices are not quotations for your business. These guides do not establish a universal fee for complex ecommerce or international operations. US and UK rates also describe different markets; converting currencies does not make the services equivalent.

The account comparison does not establish causation or evaluate your candidate. A clearly justified fee is not a promise of profitability. It means you understand the work you are buying and how you will review it.

Questions and answers

Does the management fee include ad spend?

Do not assume it does. DueJar explicitly treats ad spend as separate. Request separate lines for the advertising budget and the provider’s services in your proposal.

Does a cheaper setup mean worse work?

In my experience, price alone does not answer that. I check account control, what counts as a business result and the evidence of work before judging the fee.

What if management is beyond my budget?

Compare a narrower scope with DIY, including the work you must retain. Check the minimum fee before choosing a percentage arrangement because its headline looks affordable.

If you are considering DIY, we can show you what to check in your own account before you decide. If you hire a contractor, we can review the account you are paying for.

Compare published US and UK Google Ads management fees, setup costs and payment models.
