In short: “Tag inactive” appears in your conversion actions table when Google Ads cannot see the tag for that action firing. Launch Tag Assistant from the account and check the pages and triggers. If the check succeeds, the action shows “no recent conversions”, and after the first real conversion it shows “Recording”.

“Tag inactive” is one of the values in the “Tracking status” column of your conversion actions table. In Google Ads you find it under Goals, then Summary, then the Conversions dropdown and All conversions. In plain words, the account cannot see the tag for that conversion action firing on your website.

If you have not set up conversions yet, start with the guide to Google Ads conversion tracking setup.

What it means

The Google Ads Help page lists “Tag inactive” next to “Unverified” and “Needs attention” and prescribes one check for all three: Tag Assistant. It gives no standalone definition, so I read the status by meaning: the tag has not confirmed that it works. That matters because Smart Bidding learns from conversion data, and without a working tag it has nothing to learn from.

Why it happens

Here is where I look first.

Where the tag brokeHow to checkWhat to fix
No tag on the page: new domain, new thank-you pageOpen the page in Tag Assistant, read the “Tag coverage” summaryAdd the Google tag to those pages
Tag Manager container is not on every pageTag Assistant, Debug live versionInstall the container snippet everywhere
Conversion tag does not fire: the trigger does not match the real thank-you page or form submissionTrigger the action on your site during the checkFix the trigger in Tag Manager
No conversion linker tag in the container“Missing conversion linker” message in Tag DiagnosticsAdd the conversion linker tag
The tag worked before, now sends no dataNot detected for 48 hours with data at zero: Tag Diagnostics sets “Urgent”Check tag placement and recent site changes

Tag Diagnostics opens from your Google tag settings: “Tag quality”, then View diagnostics. On audits the cause is usually ordinary: after a redesign or a move to a new domain the tag never reached the new pages, or the thank-you page changed while the trigger stayed tied to the old one.

What to do

  1. In Google Ads open Goals, then Summary, and under the Conversions dropdown select All conversions. In the “Tracking status” column find “Tag inactive”, hover over it, choose the fix option in the pop-up, then Continue.
  2. Using Google Tag Manager? First select Debug live version in the Tag Assistant window, then return to your site.
  3. Enter the URL of your home page or landing page, not the conversion page, and select Connect. Your site opens in a new tab; keep the other windows open.
  4. Trigger the conversion as a customer would, for example submit your contact form, and select Finish. If Tag Assistant shows nothing though you triggered it, select I thought I already triggered it and read the errors it lists. Then select Finish in the Tag Assistant badge to end the session.
  5. Select Close Tag Assistant. Verified actions show as “no recent conversions”, and when the site receives conversions the status changes to “Recording”.
  6. If the tag was not found, check the Google tag on every page, including the new domain and thank-you page. In Tag Manager check the conversion linker, the Google Ads conversion tag and their triggers. Then in Goals, Conversions, Summary confirm the action is set to “Primary”.

Data for verified actions updates after about 30 minutes, and reports can lag by 3 to 24 hours. I cover the “no recent conversions” status separately. If the tag was down for several days, bidding already learned from incomplete data; the guide to data exclusions shows how to have those days ignored.

What not to do

  • Close the browser window without ending the session. The Help page says the session then times out.
  • Enter the conversion page URL in Tag Assistant. Start from the home page and reach the thank-you page the way a customer would.
  • Add budget before the tag is verified. On audits I see owners raise bids to “push” conversions when the real problem is the tag.

How common is this? The agency Store Growers, which audited Google Ads accounts (mostly online stores) between May 2024 and September 2026, found conversion tracking broken in more than half of the accounts it reviewed (54%). That is one agency’s audit data, so treat the figure as a rough guide for your own account.

When this does not apply

  • The status is different. “Awaiting conversions” means no conversions in the last 7 days. Typically the action is under 48 hours old, campaigns are paused, or traffic is too low. The tag may be fine.
  • Someone else controls the code. Tag Assistant shows what is missing, but a developer has to add or fix it.
  • The status is not in your account. Google rolls out some statuses gradually.

If the status does not change after these steps, the step-by-step version of the whole conversion setup is in my book on Google Ads for business owners.

Questions and answers

How is “Tag inactive” different from “no recent conversions”?

With “Tag inactive” the account cannot see the tag firing. After a successful Tag Assistant check the action shows “no recent conversions”: the tag is seen, but no conversion has arrived yet. Once one does, the status changes to “Recording”.

Do I need a developer?

You can run the Tag Assistant check yourself. If the tag has to be added or fixed in code, the Help page recommends contacting your web developer.
